Wreath With Votis Legend Reverse AE4 of Theodosius I

This is a VOT V MVLT X Wreath reverse of Theodosius I. It appears to be Catalog Number LRBC 1546 Carson, Hill, and Kent Late Roman Bronze Coinage but the final C is not visible in the mintmark.
The wreath types are very common and, like the altar with inscription types, were issued on the occasion of the emperor paying his vows every fifth anniversary of the beginning of his reign. The vows were a money sacrifice paid to the gods (later the Catholic Church) in thanks for the last five years and to ensure that the emperor would have a good reign during the next five years.

This little coin bears the mintmark ESIS, whch indicates that it was struck in the fifth (Epsilon or E) officina of the Siscia mint.
